Volt Singapore Plans To Build Largest EV Fast Charging Hub In SEA Region

We may see Malaysian EV owners head to Singapore just to charge their EVs now

Volt Singapore Pte Ltd (Volt), the electric vehicle (EV) charging arm of Keppel’s infrastructure division, has secured a contract from Setsco Services Pte Ltd (Setsco), a subsidiary of VICOM Ltd, to establish and manage a state-of-the-art public EV fast-charging hub located at Jalan Papan. 

This initiative, spanning up to 15 years, underscores Singapore’s commitment to the Singapore Green Plan 2030, aimed at bolstering the nation’s electrification efforts through enhanced EV charging infrastructure. The upcoming EV hub at Jalan Papan is set to become Southeast Asia’s largest deployment of public ultrafast chargers at a single site. 

Moreover, it will feature a comprehensive array of up to 80 DC charging points ranging from 360kW to 120kW. These chargers will be rolled out in phases to cater to a diverse range of users including electric buses, taxis, private hire cars, and other EVs. In its initial phase, the hub will introduce five 360kW DC chargers capable of charging up to 30 electric buses and EVs at once. 

Upon completion, the facility will support concurrent charging for up to 80 electric buses, offering rapid charging times as quick as 10 minutes for EVs. The first phase is scheduled to commence operations in the first half of 2026, coinciding with the launch of integrated testing facilities at Jalan Papan.

On top of that, the EV charging infrastructure at Jalan Papan will be meticulously monitored and optimised in real-time, leveraging advanced artificial intelligence and machine learning capabilities housed at Keppel’s intelligent Operations Nerve Centre (ONC) in Keppel Infrastructure@Changi. 

Volt has also recently been entrusted with another critical mandate by EV-Electric (Eve) Charging Pte Ltd, a subsidiary of the Land Transport Authority of Singapore, to install and manage public fast-charging points across 10 public car parks in Singapore by 2025. These initiatives are expected to enhance Singapore’s EV ecosystem significantly.

They are anticipated to have no substantial impact on Keppel’s net tangible assets per share or earnings per share for the current financial year. The collaboration between Volt and Setsco represents a landmark initiative in advancing Singapore’s sustainable mobility infrastructure, supporting the nation’s ambitions towards a greener future and reinforcing its position as a regional leader in EV adoption and infrastructure development.
